Article 5 of the EU e-Commerce Directive (2000/31/EC) — implemented in the Netherlands as Article 3:15d of the Civil Code, and in Germany as the Impressumspflicht — requires anyone providing an "information society service" to make certain details easily, directly and permanently accessible. A blog with a public website counts, whether or not you charge for anything.
